"We have been watching Sifiso for a while now and we are happy to have captured a player of his quality. His style fits in with our pattern of play and he should have no problems fitting in with his new team-mates," Ajax coach Craig Rosslee told the club's official website.
Ajax CEO John Comitis added: "We tried to sign Sifiso at the beginning of the season, but he was not available at that time. As soon as we heard that he was available, we had no hesitation in signing him."
Vilakazi started his soccer career at Young Movers, before joining Moroka Swallows. He then moved on to City Pillars and Winners Park in the National First Division, where he attracted the attention of Free State Stars.
He was one of the players who helped Stars to the Mvela Golden League title last season, which gained 'Ea lla Koto' promotion to the Absa Premiership.
"This is a dream come true for me as I always admired the way Ajax Cape Town play their football. I aim to settle as quickly as possible and repay the faith that Ajax have shown in me.
"I like the passing game that they play and will work hard to make the starting line-up," said Vilakazi.
